Cooper, the Deputy Assistant Secretary of Defense for Russia, Ukraine, and Eurasia, in her testimony said she raised concerns about the U.S. freezing military aid to Ukraine. The impeachment inquiry has examined whether this hold was linked to Trump's requests to Ukraine's president to launch politically-motivated investigations.

Cooper testified Oct. 23 before the three joint committees leading the House impeachment probe: the House Intelligence, House Foreign Affairs and House Oversight and Reform Committees.
